To use the basketball vernacular, he lacked "quality wins". Brewer only wrestled 18 matches coming into NCAAs (going 17-1), but the best 133-lber he had faced was Hall of ISU, against whom he went 1-1. Brewer's next-best win was probably over Soto of UTC. Plus he had only finished 8th last year, so his resume was just not strong enough.
 
He had less than half as many matches as other wrestlers. And he went 1-1 against the only other top 10 wrestler he faced. And he didn't wrestle anyone in the top five. Everyone knows he is better than 13, but they still need to prove it.
