Plus, MOST of these smaller asteroids aren't solid masses, but clumps of smaller rocks that don't lend themselves to being dragged around. When you hit them, it's like spreading out a bunch of different-sized billiard balls, which can be re-directed. Trying to attach a rocket to that bunch of billiard balls isn't too practical.
