CONGRESS legislates....this current immigration bill has been outdated since 2000....Junior had negotiated a bipartisan immigration bill back when he was President but it was rejected by a minority of House Republicans and immigration has been in flux ever since. The President can EO but laws must come from Congress! Congress has been lax in its duties for most of the last 20 years or so...and House Republicans seem to be the main culprits in this mess.
