Interesting question. What do you think would be the ramifications if we did? Say a man refuses to drop to the ground. Currently he might face execution for that offense. If we grant he has a medical condition, will the cops call in the doctors to evaluate him first? Your plan might just save lives.

I know you're being sarcastic, but I'll play the game. The mere act of disobeying a police officer is not in and of itself 'congenital.' However, one can have a congenital disorder in which obeying a police officer completely may not be a straightforward easy behavior. For example, someone with autism, Tourette's, intellectual disabilities, in some cases maybe physical disabilities (e.g. Profound hearing loss).

Lighten up, its not all black and white and you don't need to be on edge all the time.
well for starters I take it very seriously when people like you use the word execution when describing how police interact with citizens.as if it is inevitable and common place that police are shooting innocent people.
