Not directly. But he was complicit in a serious lie he knew to be a lie. He allowed the election to be influenced by an oped that stated the laptop story 'had all the earmarks of a Russian disinformation campaign '. As he knew this to be false, by not correcting the record, his ommission allowed this misinformation, that was purposefully placed in the public sphere, to affect the outcome of an election.
So in short yes. Not overturn an election. Influence one. Which is nearly exactly what Trump was charged with. Omitting records or falsifying them to hide his legal hush money payments that if found out, may have negatively impacted the election for Trump.
Hopefully the new AG looks into said crimes. Using all available tactics to ascertain whether any coordinated effort existed to influence the election by these intelligence officials.

The laptop was Biden’s
Anthony Blinken came up with a plan to thwart the effect of this laptop story. This plan involved obtaining intelligence officials to go on the record, making statements about said laptop.
51 intelligence officials made a statement that affected the outcome of the election and the fact the statement made was referred to by Hunters father repeatedly as proof that the laptop was not Hunters.
Eventually, what Hunter, and likely his father, knew to be true all along was admitted to by Hunter himself.
So in fact, a falsehood was perpetuated that likely affected the election.
Who knew about the falsehood and who knew the statement was false remains to be seen. I would call for an investigation.
