In a recent podcast Connor Stalions said Iowa and were the only two BIG schools that did not steal signs. He said, everybody was doing it.

That guy sounds like he's just talking out of his ass. He probably just assumes Iowa doesn't because of how bad the offense was.
I’ve made up my mind that every other team was stealing our signs and that’s why our offense was so poor. No way Brian got paid what he did and stayed in his job being that terrible at it.
He doesn't have actual knowledge. I've seen the clip, but don't have a link.
His reasoning, though, is plausible. He says he thinks that everyone in the conference except Iowa and MSU had some sort of sign stealing program.
Why he gets to that conclusion is how easy he thought it was to steal the signs of Iowa and MSU. He figures that if those schools were stealing signs that they would have realized how transparent their own signs were.
Recall Michigan did give him a game ball following the Iowa game.
I find it less persuasive that if team that has signs that are difficult to steal they therefore must be stealing signs themself.
