Illegal drugs like Fentanyl are not coming from/through Canada; most are shipped via post directly from China.
2. Illegal drugs won’t be tariffed, as smugglers aren’t declaring their Fentanyl at the border.
3. Starting a trade war with two of your biggest trading partners will (a) lead to higher prices paid by American consumers, and (b) trigger reciprocal tariffs assessed by both trade partners that will result in fewer U.S. exports and subsequent job losses.

You have demand, and you have supply. Demand will not disappear as supply is restricted, it will just cost more. You want to create collateral damage on people that are neither involved in the supply nor demand while doing nothing to curb the demand and only driving up cost on the supply. Smart.
