Many counties in Texas (at least the big ones) allow county-wide voting, which means there are a lot of people that do not vote in the district in which they live, but rather in the district in which they work - which, of course, are going to be districts inside the city core (and districts that lean heavily D).
For example, my polling district (which includes parts of downtown Houston and other areas immediately adjacent) is losing four polling places. I don’t have any data to back it up (I doubt it is even available to the general public), but I would guess that A LOT of people who do not live in my district vote there, considering I waited in line for 3.5 hours to vote in the 2020 primaries. In what world does it make sense to take polling locations AWAY from the districts that have the most people voting?
