Why do you suppose that has been the case?

I have my musings but am ignorant to the platform, technologies, support, fueling, maintenance procedures, much less pilot and support teams training requires to operate them. Then the US DOD likely needs to review and sign off. Can’t be just handing them over willy nilly.
The F-16's are our oldest active fighter aircraft and we export them to dozens of countries.

Getting them the aircraft really shouldn't be a huge issue. The issue is training pilots and maintenance folks, building up the logistics. Deciding what munitions/ECM/Avionics to give them. Upgrading their airfields (support facilities/runways etc) to handle them.

A time consuming process no doubt but we've been exceedingly slow even designating aircraft for them

And I think those in administration with Putinphobia (give them only 31 Abrams tanks, letting the UK take the lead on tanks and cruise missiles, no long range ATACMS) are dragging their feet too. I'm beginning to fear that Biden really IS playing this for the tie-deadlock.

I was involved in a project to install a cancer treatment device called a gamma knife that had the radioactive core delivered in a similar manner to the hospital. They had snipers all over the place when they did the offload, and the room it lives in is one of the most secure in town.

The issue is the Abrams tanks aren't usable by UA. The Ukraine Army was and still is pretty primitive in training/tactics and the Abrams is pretty sophisticated and takes complex support. They also would show up on satellite as well as a missile due to turbine engines. The F16 though a good fighter takes a lot of training to fly in a war zone. The F16 is used by the US in teams/squadrons. The Ukrainians simply can't do that. The US would struggle to keep F16s from being knocked down.
The Gepard is pretty badass.

I wonder if the Ukrainians are using it in a “fire suppression” role as well or just air defense.

To be honest, I wouldn't want to be Russian or Ukrainian if a Ukrainian was firing one off.
