This isn't about respecting a foe, its about leading a nation. If the honest leader tells the nation he is going to openly do evil acts, he has made the entire nation an accomplice. If the nation goes along and hires this honest evil leader, the nation is now evil. People being what they are, they will want to justify being evil, which leads to more evil.I think I disagree with you.
Lets say I have two acquaintances, one is up front and honest about their feelings towards me (lets say those feelings are not flattering) and the other is nice to my face but an asshole behind my back.
Now I may find it harder to get along with the first one but I probably respect them more than I do the two faced one.

On the other hand, if the leader pretends to be good and gets national support on that basis, the nation is not implicated when the leader commits secret evil acts. The very nature of trying to keep evil acts secret mitigates how extensive the evil acts can be. If the goal is to limit the amount of evil in the world, dishonesty is a valuable tool. Because dishonesty means all your social norms and mores remain in place as a check. I want that. I want a world where PC curtails wrongdoing. Removing PC leads to more evil being acceptable.
