So unions do it. But what about businesses, an industry? Just seems like a better way to get exactly what they want, rather than waiting on the kids to graduate and then griping about a lack of skills.

Actually, the signatory contractors(businesses) to a given union pay for the majority of the schooling, if not all of it.. I wasn't very clear in my first response.
