No, that doesn't make her stupid. Finding positions that the public wants and then supporting them and actively trying to implement them isn't stupid. Switching to another course when it is shown that the public wants to move in a different direction and the original path did not work is not stupid. It might make you a political opportunist, but politicians who don't take advantage of political opportunities don't stay in politics long.
Stupid would be doing something that doesn't work and then continuing to do it anyway. Stupid would be knowing something doesn't work but still supporting those decisions anyway just because the team you support is more important than the effects it has. Stupid is ignoring objective facts because you might have to accept that you were wrong in the first place.
