I think what it means is that you have the freedom to carry a gun without having to obtain a permit for that privilege and probably the school voucher deal. I can't think of any specific advantages Iowa has over other states in regard to being "successful".

I have Iowa spelled out with connected pieces of corn, somewhere. I'll have to track that down, add some polluted water ways, a confinement, and a bison bridge and we will be set. I dont like the "flourish" part myself, this is the damn corn state not a flour state. So I would go with "freedom to corn-ish."
