Has it been established that the 2nd ref stopped the match because he thought the headlock was illegal? Or is his intent staring in at Brooks right hand in pic 4 focused on a different illegal use, such as gouging the face or covering the mouth? Are there any pics to show what he was looking at?

That's actually a good question. Do we know he called a headlock without an arm?

Instead of calling the official #18 I found out who he is, his e-mail, and where he lives. I might not work for the FBI anymore but I still have sources. I'll have to think about what's next while I'm in Maine. I'm leaving my "Starship" at home.
