Anyways, I concede #1 and differ on #2. I think semantics matter in this case. A Czar notes final authority and power which would be Biden in this instance and from differing points of view can fairly be criiticized. Harris would more correctly be a "point person" or "Go to person" Gosh, I'm sounding a lot like @Joes Place aren't I

In this case, I don't think anyone thinks/thought Kamala had authority over Biden, but rather (regardless of term) was being delegated the responsibility by the President; a point he made over and over and over again (as illustrated in by my quotes).
