Mr. Trump falsely claimed last year that FEMA had depleted its budget and diverted disaster relief funds to pay for migrant housing, even though the shelter program amounted to a fraction of the federal agency’s overall budget and was part of a separate funding stream.
CNN has also learned that during the current Congress, no settlement payment approval requests have been made to the congressional committee charged with approving them.

The money for this program has literally nothing to do for money given to people in disasters other than both are distributed through FEMA. They were both approved by Congress and can only be spent on what Congress approved. It’s a very simple concept.
