Someone on ESPN suggested playing at the Palestra in Philly. Same place we played Penn St earlier this year. It has much historic significance and it's a smaller venue.

Exactly.yes it is, anything helps. At first I thought this was just media hype, but listening to actual experts and looking at data I have changed my thinking. It’s not if, it’s when with this virus. So we need to lower the chances of mass outbreak to give our medical professionals the best chance to keep it under control. (Resources, time, availability, etc)
Why not have it at practice facilities, high school gyms, etc. 200 people at a game don’t take up much room.
I think you are missing the overall point here. The world is trying to stop a new and potentially deadly virus in it's tracks. I doubt there is a 'disaster clause' to get out of the current large venue contracts. The NCAA probably just doesn't want the games to appears as though the are being played in the Bryce Jordan Mortuary.It’s the answer to “given no fans, how do we save money?”.
