Likely because he'll be retired.

The Tampa Bay Rays front office fleeced the Cubs when
they got Archer for Garza. Jim Henry was a disaster.
Archer will be the #1 pitcher in the Ray's rotation for a long
time.

Let's be fair Garza put up three years of 5.6 total WAR for the Cubs. It wasn't like they got nothing.

Meh. The Cubs got several good years from Garza, and they got Zac Rosscup who is still pitching for the Cubs as a reliever. At that time, given where the Cubs were and what they thought of their playoff chances it was not a disaster. In return the Rays got the Little Outfielder That Could (Sam Fuld), Robinson Chrinos (SP), a middling catcher, Brandon Guyer (Who got a knock for the Rays yesterday, but isn't very good), and Archer. That is an okay trade for each team. And, the Rays won't have Archer for much longer. They'll have to start paying him real money after next season.

On the flip side, Hendry did deal Bobby Hill (and some throw-ins/cash) for Aramis Ramirez, Kenny Lofton and Randall Simon and he dealth Hee Seop Choi for Derrek Lee. He wasn't always a complete disaster.

EDIT: Now that I think about it, I'm pretty sure Simon came over in a separate deal.....but still a massive steal for the Cubs.

Sorry, I forgot Hak-ju Lee as being part of the deal. But, he hasn't lit it up exactly. Not a wash out, but, he was the focus point of the deal for the Rays.
Also, remember that the Cubs then flipped Garza to the Rangers in a deal that included Neil Ramirez, Justin Grimm, Mike Olt, and Carl Edwards, JR. All in all I would say that was a good deal for the Cubs in the end.

Team friendly, player stupid. I did not know he'd signed that. Clearly Scott Boras is not his agent.

It wasn't dumb except for the options. I get why he took $25 million. It takes care of his family for life. I get when he took it. He was coming off 1.3 and .5 war seasons (1.3 is John Danks this year.) Where he was dumb was the two option years. That pushed free agency until 33, instead of 30. That's really where he cost himself a ton of money.
