So the bill (which you said would massively increase resources) was never passed, and nothing could be done for three years. Then all the sudden in the past year crossings have been cut drastically without congress having to do anything due to public opinion blaming the current administration.

To be fair, the admin was a wee bit busy trying to navigate the coronavirus which killed 1million+ Americans, stave off massive inflation and a much-talked about recession, and deal with the repercussions of 1/6/21. Not that the admin couldn't have also accomplished what hasn't been accomplished in the previous many decades (re: immigration reform) during that time as well, but I think the majority were good with the government prioritizing the above first.

From my view, coronavirus concerns eased significantly over that time period, inflation eased significantly, recession concerns eased significantly, and the border situation got increasingly worse. Because of this, the priorities of the admin (and the House/Senate) were re-shuffled, and then they spent year 3 (2023) trying to push through their immigration bills (Repubs with HR2 in May of 2023, and Dems with the "bipartisan" bill in Feb of 2024).
