Many college basketball games are not officiated consistently.
Calls are going to get missed and made wrong. That's one thing. When one team is allowed to mug around the perimeter and restrict freedom of movement and the other team gets whistled for touch fouls that's another. And that happens too much in college basketball.
In the case of this particular game, the three calls (Zion charge, rebound push off, body foul on bank attempt) at the end were 50/50 calls. As expected, all three were in favor of Duke.

They don't "even up" fouls. They are aware of the foul count. if there are 50/50 plays that could go either way, they may go the direction of the team with fewer fouls called if the foul spread is starting to grow. To my point, there may be some sensitivity increase to fouls if you know a team has 1 foul while the other team has 6 or 7. You don't make up a foul, but you will make sure if there is one there that can be supported on tape, you go get it. And you may only do that once or twice. You're not getting the count to 6 to 5 based on that. You might just pick up one, maybe two max. It doesn't mean it always happens, because regardless of sensitivity, you still may not have anything that rises to the level of a foul the tape supports. I'm not sure if that makes sense.I don't get the "even up" the fouls that a lot of people look for. I said this recently on here, but it bears repeating.
If one team commits 15 fouls and gets called for 13 and the other commits 25 and is called for 22, it was a well officiated game. If one team commits 10 and is called for 15 and the other commits 20 and is called for 15, the refs sucked.
