I think development is over valued here. I believe the skill you actually want is ability to scout talent and potential. Just because flo and intermat rate sosmeone 1 doesn't mean that number 7 doesn't have skills and attributes that will serve him better as he grows and develops.
Basically knowing who CAN be developed and will develop themselves.
