So efficiency doesn't seem to have anything to do with it. It looks like a lack of tools to go after these tax cheats.The IRS probably does need more money.

2) How do we ensure that these agencies are actually using their budgets efficiently and/or smartly? We do a very job at oversight of government agencies.
3) Whenever a Federal agency is shitty at their mission...it's always because of manning/funding. Give us more money and we'll get the job done effectively. It's been proven to be BS repeatedly.
