Looks like he was pulled through a fence opening. Likely for safety reasons so others could grab him.
Safety reasons? If he is still alive and injured he needs medical attention. If he is still a threat, which he clearly is not, how does dragging him through a fence mitigate that? What kind of shoddy police work is this? It's embarrassing.

How do you know that he still wasn’t a threat?

It is so stupid when people post this.

No, it’s not. We need good police, now and the ones who routinely criticize the police should be the first in line. They can help change the force with their ideals because they know everything already.

At 91st Street and West Silver Spring Drive, Norman said the car officers were chasing ran a red light and crashed into another car. Police said that's when the suspect driver took off on foot.

Norman said the man had a gun in his hand. According to MPD, an officer running after the man ordered him to drop the gun multiple times.

Norman said the man did not comply and the officer shot him.

The visual of the guy being dragged is jarring,
the more egregious action is an officer choosing to shoot the guy who he did not pose an immediate threat.

There are on average 61 million police/civilian interactions each year. What percent of those are of the variety which supports your claim that the police are broken (as a whole)?
Every last one is this group appears broken. Same for Uvalde. Same for Memphis. Same for George Floyd. Multiple officers were on the scene in each one. All of them failed in their duties.
