That's partly right. He's certainly wielding tariffs for leverage and maybe as a negotiating tactic - although "my way or the highway" isn't really a negotiation.

As for trying to make things more fair - we're talking about Trump. When has fairness (for others) ever been an interest of his?

Do you really think China gives a shit what Biden’s justification was for keeping all of the tariffs in place and adding additional tariffs of his own?

Do you really think that when they were strategizing about how to respond they reminded each other that “Well, you know, he is just trying to protect American workers. It would be uncouth for us to retaliate against that line of reasoning.”
