Interesting read explain how Chicago's problems get exported around the Midwest.

Relevant excerpt:

"With many more Section 8 applicants than it could house, Dubuque instituted a low-income housing point system granting preference to Dubuque residents, county residents, state residents, and out-of-state residents, in that order. Although HUD’s rules ostensibly allow localities to craft their own housing priorities, Dubuque’s point system was deemed unacceptable by HUD. The feds undertook a review of Dubuque’s housing policy that effectively treated the city as part of greater Chicago."

Brings to mind the Chief Justice of the Iowa Supreme Court's "State of the Judiciary" speech yesterday in the state capital. He said 9.4% of black males over the age of 18 in Iowa have been incarcerated for crimes and we need to do better. Is he saying we should be more lenient and arrest less black males or is he insinuating it's whitey's fault black males are getting in so much trouble?

Im reading it as he's disappointed only 9.4% have been incarcerated. They need to do better.:p

Can't cities and states limit the number of section 8 residences? Can't they say you can't have more than 2 in any 10 miles radius?

The problem is out if state applicants have been overwhelming the system for quite some time. HUD doesn't allow for cities in iowa to take care of iowans first. And thus, needy iowans are being shut out because there are so many people from Chicago gaming the system.

According the article Section 8 housing has to be dished out to various groups based upon the racial makeup of the region. Dubuque was considered part of Chicago's region, so has to go the extra mile to dish out more Section 8 housing to blacks who have never set a foot or paid a dime of taxes in Iowa. Iowa's taxpayers are footing the bill for Chicago's gentrification and lack of foresight.

Interesting that you should bring up Judge Cady's comments. Maybe the judge should determine how many of the black inmates are actually from Illinois and other surrounding states. Many come here to "set up shop."

The Housing Authority issues 1,214 Housing Choice Vouchers annually, which are allocated by the U.S. Department of Housing and Development, to help local residents cover their rent.

The housing authority stopped accepting applications in early 2010. The waiting list sits at more than 900 names, and the length of stay on the list exceeds two years.

You misunderstand me. They are now residents of Iowa ... they live in Iowa.
 
This is also the reason why Eastern Iowa's river towns have had an explosion of gang activity.

I believe section 8 status is also transferable across state lines.

Again you are mistaking my point. I'm not arguing for it. I'm saying that the poster was ignoring that these people are now Iowans, yet still complaining about where they came from.

Take the federal element out.

Make it state by state. Then Illinois would have to face it's sins, instead of passing it to Iowa.

government fulfills those section 8s under their rules, filling those very landlord's apartments = terrible, no good, very bad scum

How about the landlords that build multi-million dollar units specifically using the HUD money that requires a certain number be low income? They bear no blame whatsoever for bringing these dredges you are complaining about?

They like Section 8 because they know they'll get the rent on time.
Section 8 is nice because you always get your check, terrible because you have to make your apartment into something that will survive a war zone, who cares what it looks like. That or put the cheapest of materials in because you know you will be replacing it soon anyhow.

The best renters? Military, ideally an officer. Only drawback is they move in and out every couple of years.
