I keep thinking there has to be a rational explanation as it seems this is just too irresponsible for a man of his reputation. At least I hope so for his sake.
He probably thought someone on his staff disseminated the information appropriately.
That said...not an excuse. It's his responsibility.
Because it's "better" to issue public press-releases, letting everyone KNOW there's a possible break in chain of command....Amirite? 🙄

Sabotage or standard drunken Russian incompetence? Either way it should have a lot of impact on the war effort, and civilian morale.
