It reads like they are expanding some facilities, and increasing surveillance capabilities, and not moving forces to the region. Previous article have detailed Russia moving resources west of the Urals to replace equipment lost in the war. I suppose they are mostly pulling reserves items, but I recall air defense systems being redeployed.
Whatever, anything they do in the East is something they cannot use in the West against Ukraine. The US and Japan should oblige them to increase the tempo with some joint exercises.

I know that maintenance is going to be an ongoing issue, and although they will be based in Ukraine, I recall that some heavy weapons have been pulled across the border to NATO nations for refurbishment. I wonder if heavy maintenance and repair will very quietly be done in Romania or Poland? Neither of them seem to give AF about Putin's blustering.
