Satellite analysis indicates Russia is running out of tanks. Quibble I guess on the phrasing "running out", but they have emptied out multiple storage lots. The tanks left are most likely the ones in the most need of serious rehabbing, or missing the engine because some corrupt officer sold off parts thinking nobody would ever come looking at their backwater base. The newer tanks, and the ones easiest to rehab would have been the first ones pulled out of storage.
Also, I love the comment in the article that they had reached out to Russia for comment.

The BW's cousin's Son in Law is a border guard in the Latvian military. The other ( an American Marine ) was a guard at the American Embassy where he met the daughter and they married and live off base in North Carolina. We just got together in Nashville a couple of weeks ago...
