Is it just basic skills, logistics, comms...? Or is there any moral or political instruction?
I ask that because when I think back to, say, US training in Latin America, we apparently taught murder and torture more than any kind of democratic or civic values. Good for death squads, not so much for civil society.
I'd like to think we are better today than we were then. But how would we know?
