How does a prosecutor conduct misconduct as u allege when a grand jury decides to bring charges. Something the prosecutor had no hand in deciding. Or how does a prosecutor overcharge when a grand jury decides the charges.

Simple. The proceedings are controlled by a prosecutor with no judge and no push back. Jurors generally lack basic legal experience and/or basic legal knowledge.
Overcharging is possible.
