I don't really know what you mean about quid pro quo. There is nothing inherently illegal about "quid pro quo." As has been pointed out by politicians on all sides, global politics always involves this for that. But when you substitute your personal gain/advantage for the official policy of your state department, the quid pro quo becomes a personal (not a national) benefit.
