To amend the United States Constitution, a proposal must pass both Congress and be ratified by state legislatures.
Proposal
A proposal can be made by Congress if both the House of Representatives and the Senate pass it with a two-thirds majority vote.
A proposal can also be made by a constitutional convention if two-thirds of state legislatures call for it.
Ratification
The proposed amendment must be ratified by three-fourths of state legislatures.
Congress can set a time limit for state action.
The Office of the Federal Register at the National Archives keeps the official count.
Legislatures must return specific materials to show proof of ratification.
