They are escalating now because they know Russia is hurting bad AND the likelihood that US will bail on Ukraine, and mark my words, we are. ..it will be the first thing he does based on his and cabinet’s ties to Putin. They will instantly stop all funding and weapons transfer and roll back sanctions. After that, punitive tariffs on imports are intended to help the government imposing the tariffs gain revenue and stimulate that country's domestic production. Just like corporate taxes, the consumer actually is paying more.
Yes, it can be a negotiating tactic as long as the exporting country thinks it will happen. At some point a tariff will have to happen for it to continue to ebe a negotiating point.
