This skirting of process should have been expected and the language should have been strengthened to remove all doubt on what requirements are to be met for incoming staff. Historical assumption was folks would comply to implied norms, this was known that it was NOT going to happen and later Presidential appointments / staff should be required to meet minimum standards of employment. Just because the idiot gets a pass due to the job title, his misfit toys were never elected and they should meet minimum requirements.
