I've always ventured to believe that the statement had more than one meaning but the core meaning was that we are so busy worrying about what we have or don't have, that we no longer cared for who we actually are.
Perhaps you should drop the needless complications you seek, and rediscover the difference between us and the ground you walk on. Take time to understand that you are though, also part of that ground.
What's real is that you are a human, you are going to die, and you are going to spend most of that time catering to the system, rather than enjoying the life that the system is simply an unfortunate product of, due to the disconnection from life in the very minds of the people who live.
Or, you rediscover yourself and work your way out of the mundane and cavalier nature of the system.
So you want a world with no governments, no taxes, no law enforcement?
Which is unfortunate because empirical is not a bad word, he's just looking to use that words meaning in a way that isn't actually beneficial to him because of what he wants to relate it to.

Where do you live that the authorities are telling you to turn your lights on and off? Here in Iowa that's not an issue. Maybe you just aren't seeing our great system as it really is.

This is where you always veer off-course. You throw in your dry wit and compulsion to be clever at the wrong time. You're using an actual concept that's trying to be explained and shown to you and then casting doubt or ridicule on it by dragging in something that you insist is working better, or instead of, and they don't really mix. I don't know if you do it to lie to yourself, or if it helps you mask the truth to yourself, or what. No one lives where authorities force lights-out. So, insisting that your system (or the one you're pushing for more of) is superior is just false. The thing you're measuring it against is a fiction. You do that way too often. It may seem cute and clever to you, but it's never proving what you're pretending it proves. It's lacking anything "empirical" that's for sure!
