Can someone clearly explain what complimentary football means?

IT should mean that the offense gets first downs and pins the opponent deep with the d giving the offense the ball around midfield. Not the offense gets a three and out and a punter that has a horse leg boots a long way.
 
In my mind it's the offense scoring and defense not allowing scoring. Am I missing something?
The idea is the offense controlling the clock, which means the defense has fewer possessions to defend. Unfortunately, 3 and outs are not complementary football.
