Your view of economics is that of a simpleton. Your ignorant assumption is that public assistance is about blacks (lets be real, here) being lazy and not wanting to work, and only wanting the rich to pay for them. I challenge that assumption. The VAST majority of people on welfare WANT to work but are unable to for a variety of reasons. Are there people that fall "under the spell of the handout". Sure. But that is no reason NOT to have a safety net for those who need it. You can work to counter that (and besides, people like you act like life on government assistance is easy street. News flash: I'm pretty sure it sucks). The role of government, in my view, is to facilitate the mental, physical, and economic health/freedom of its people. More so, I advocate measures of growing the lower and middle class by enforcing simple fairness in worker pay. Your fallacy of government assistance going to the lazy, and wanting handouts, is frankly childishly stupid.
