There are many more applicants than spots. Somewhere around 10% of applicants are accepted. It is possible that they need to accept larger classes to account for the washouts or maybe they need more training staff.
They did not. Per the 2 news stories they hired roughly 2000. Barely enough to cover the one that retired and the ones that left due to stress.

It didn't cover the shortage. There has been a shortage since the 80s. Congress must appropriate the funds to hire air traffic controllers. They had 12000 applicants for 1800 spots and awarded 1811. It wasn't addressed Trump, Obama, Clinton, Regan etc.
