They did not. Per the 2 news stories they hired roughly 2000. Barely enough to cover the one that retired and the ones that left due to stress.They hired the largest class of air traffic controllers in over a decade.
The cap on hiring is largely drawn ven by whether Congress will fund the positions.

There are many more applicants than spots. Somewhere around 10% of applicants are accepted. It is possible that they need to accept larger classes to account for the washouts or maybe they need more training staff.
