It could be as simple as Trump thinks he can do a better job negotiating prices down.
This article discusses how both Trump and Biden have been working to reduce prices. It would seem very unlikely that all of a sudden Trump would want to increase prices and "F them elderly" as the title suggests.

I found this, but I couldn't read the whole article. But it would seem reasonable to repeal Biden's prescription after Biden did the same to his order. This is on the list of possible reasons.
Trump's order was prevented from going into effect by a court order so Trump's order was essentially meaningless.
So Biden created a new order that apparently pass court muster.
