Nope, I fully understand and expect they'll cut some things temporarily that shouldn't be cut, and that's OK. It's well worth the benefit. In all likelihood this will be resolved for this farmer and others like him in short order.
The alternative is to just not do anything, and that's been the status quo far too long.
