They don't over-hire with the approval of Congress, and they shouldn't need congressional approval to reduce the workforce either.

Nobody expects him to hit his timelines but it's good to have goals and to make the effort. Also, if he takes action and then doesn't hit the timeline because Dems have it bouncing through court, you can't really say "see he lied."
