You get the promotion when accepted into the school (with the pay raise, etc), but you have to complete the course to retain the rank.

When you are demoted, it is unethical to refer to yourself by your highest achieved rank.

Having been in the military, you don’t get promoted if you’ve informed your command you’ll be getting out - a brief promotion 6 weeks before your retirement date??? Even more unbelievable and shady.
