On first glance this looks like a massive government handout to DMU. Yes, the state needs more doctors, but Iowa is a top-ten brain drain state for lots of underlying reasons (many of which have been created by republican governance) and until young professionals find Iowa a desirable place to live this is just throwing away tax payer’s money.

Different kind of tax but I had to laugh at my daughter who just paid $75 for her new Texas plates. She was complaining about the cost. “I just paid $300.” Not everything is cheap in Iowa.
It does if you live in one of the top counties/cities. It's true that we don't have gator wrestling or monster truck rallies like you Noles have, but if you are in a blue part of the state you have a good quality of life.
