Not seeing where "personal residence" is explicitly excluded, BUT it is not specifically allowed and might be an "expansion" of use, not allowed unless specifically asked for.
AND, this contract absolutely calls out that Palm Beach has the right to revoke the licenses and shut it down over any contract violations. So, boils down to where in either the city code or this contract he is not legally able to claim it as a personal residence for voting.

I would bet a bit of both. There are undoubtedly mailboxes that get pulled, repaired then replaced all the time, but no one notices because, in the past, the was never a concern the POTUS was going out of his way to destroy the USPS. It is also likely that some of those are getting pulled intentionally with no intent to replace them.
Like I said in another thread, Trump plays to the Bob Ewell's of the world. Everyone else, not so much.
