You can game the statistics a lot of different ways.

The Big 10 has a higher percentage of top 25 teams than the Big 12. 29% to 20%

The Big 12 has a high percentage of top 50 teams. 43% to 70%

The Big 10 has a higher percentage of top 100 teams. 93% to 80%

The Big 10 only has 1 of 14 teams outside of the top 100 and they're still rated higher than Texas and Oklahoma.

Nobody is contesting the ACC.
