But the normal "rules" are that in Feb. when a Supreme dies and the current Prez nominates a replacement, then the senators meet with said nominee. There is nothing in the Constitution to guide Turtle Mitch to say Feb is too close to the election. The rules are specified in the constitution on how to replace dead Supremes.
