It’s not that God will administer punishment, but the fact that those who do not accept His love must be separated, eternally. God is Holy and just and therefore cannot accept anyone who has not been ransomed. The “hell” is the fact that without God’s love, those who reject God will have eternal suffering not because of God punishing them but rather because God will turn those over to their own sins. They reject God, they do not enjoy the benefit of His love and protection.
Thankfully, God extends the invitation to absolutely everyone to receive and accept His love through the sacrifice of Jesus Christ who paid our ransom.

What I do know is that God is wholly just so I would think He has a plan that is better than anything you or I could imagine. I agree that the things you mention are horrific. The world was perfect before sin entered. But God does care and has a plan to save us all (see The Holy Bible). If God wanted to stop a specific crime today, He could. These individuals according to Jesus himself at John 5:28,29 would have an opportunity to be resurrected here on earth and get the chance to get to know God and his requirements .
