Correct me if I'm wrong, but wasn't it changed somewhat recently to allow formal offers to come on July 1st after their SO season is completed, going into their JR year of HS? Or am I mistaken and only official contact is allowed but no formal offers?

Rule was changed to official contact on 9/1 of their JR year. Financial offers are 7/1 prior to SR year.

Give money to these guy's? All Tom would have to do is just get on the phone and call sanderson and ask how he does it without getting caught.

All you have to do is value all the scholarships as out of state, declare everybody instate students and divide the money. Tommy doesn't have go very far to find out how to work that plan.
