Protection of legitimate commerce was the role of Merchant Marines in WW2. I could see protection extended to grain or other transport today. Turkey is the hold up. They are allowing the Russians to choke off exports by slowing the pace of inspections. If Turkey wanted to they could use their navy, and that of Romania and Bulgaria to control the pace and guarantee safe passage without allowing more military ships to transit the Bosporus Straight.Seems like it's time, then to "un-Russian-control" those waters.
