Interesting. I don't think it happens but you never know... The entire premise of the permanent five was a mistake.

It causes me to raise an eyebrow, but not much. They are still working together, however they are claiming if national security or risks of information to those 2 countries come up they cannot block that information with a true joint commission. We will see what their conclusion is.
